AStroview mount problems

I received an Astroview 120St today, and on putting it together found that the declination would not lock. Then it looked to me that the bracket to hold the dovetail was upside down (since the chrome safety screw was on the higher side of the mount). It couldn't be rotated around 180 degrees.

Orion was no help, told me to call Adorama and send it back.
It doesn't look like it would required much to fix, but any ideas?

Went through the top of the mount, and some of the bolts had been over tightened. Not sure which specific bolt was the problem, but after reassembly all was well, and the dec locked.
