Can the JMI train-n-track be adapted to work on just about any alt/az mount with slow motions?

I dont think so Tim. I got one for my AT Voyager and it was made just for it. Another one is made just for Porta. Although the only difference I can see is the size or shape of the brackets that attach the motors to the axes. You should probably call them for specific info on your mount, they were very helpful when I called them.
