You don't need to turn the mount off if this happens. Hitting any direction button on the hand controller will stop a slew. Also, it shouldn't actually hurt anything for the mount to point below the horizon, as long as the counterweights are lower than the scope (and normally, the mount will limit motion so that can't happen).

The meridian mode is used to control how slews work to get to an object on either side of the meridian.
As for slew and filter limits, I think that limits of +90 to 0 will allow everything to be reached but not objects below the horizon.
This is complex because there are so many options and it's not easy to explain. I hope this helps but fear that it doesn't.
The best option is to set up the scope indoors, do a quick align and try things. As Wade says, pressing an arrow button will stop a slew. Running with no scope attached reduces the chance of running into things but keep an eye on where the mount is going. Leaving the clutches loose will prevent damage.
