It's a power plant. They are going to have all sorts of ridiculous lights on 24x7 in the name of "safety" or "security" or other such unsubstantiated nonsense. The smarter thing would be to turn them on as needed but they will say "hey we made this power for free so why not leave the brightest lights we can on all night long?"

Ah, got it. That is unfortunate - a pity the sustainability/efficiancy argument couldn't be used to keep the lights, and energy usage down
