Diane, I don't think the purple flowers are Lupines. They look more like 'Blue Vetch' which grows wild here.

Break out the beer and pour it in cat food cans around your Dahlias. They love beer and will drowed in it.

When I use it I find several dead in the can every morning You could also try some salt around the base of your plants If nothing else works go out at night with flash light and pick them off your plants. You can not be defeated you are The Iblis
