Having observed many places and having measured sky brightness under many different skies, I'd like to propose that it is not dark enough to do any Deep-Sky observing if the sky is brighter than about magnitude 19.5 per square arc-second. Yes, you can see stars if the sky is brighter than that, so double star and variable star work can be done, but the diminishment of the views of deep-sky objects reduces the size of the scope tremendously.
I don't know how you all feel, but if my 12.5" can't even outperform a good 70mm refractor at a dark site (when the 12.5" is being used under a brighter sky, that is),I don't really see any point to doing it except as a limiting magnitude exercise.
Viewing really doesn't get good until about magnitude 20.5, and is a lot more fun after magnitude 21.0. Each half magnitude darker at this point has profound effects where the quality of the image is concerned.
And the quality of views really improves around 21.5. At that point, the limitation on the scope's performance is the aperture, coatings, and clarity of the air.
I regularly measure magnitude 17.5 at my home in LA and that is a sort of "permanent twilight". To those of you measuring even brighter skies, I humbly express my condolences.
