Look up references to pier mounting the Atlas and EQ-6 mounts and follow them.

Would an Atlas mounting plate work with a CGEM??

Yes the Atlas and CGEM mount plates are the same. The tripod extension for the Atlas is what I use on my CGEM. By the way if you get that tripod extension then you have the plate you need for the pier as long as the pier has roughly the same inside dimentions as the tripod extension.
