I've never seen anything like it before either. I'm not at all knowledgeable about some of the earlier telescope manufacturers. My s&T collection only goes back to '68, and I've not had the time to drag them out to do some research.
It did not have a drive, so that makes it a little harder to determine who manufactured it.
Overall, it's in really good shape. The shafts aren't pitted and the polar axis seems to be quite smooth.
My plans are to restore it, put on a drive (thinking seriously about using the Opticraft 6.6" that is sitting on the shelf) and use it with my early '90's 10" f/3.56 Parks astrograph.
I'll do a little more digging this weekend. Maybe we can come up with something....
