I cannot stress enough that what David said about your night vision is crucial. You may find that hanging a tarp or other type of blind may be useful to block your neighbor's light source and help you to maintain your eyes' dark adaptation. While it's true filters can help, a key point is maintaining your night vision to get the most out of any images you do try to see.




Good tip, but unfortunately I live in HOA=[ Guess I could give it a shot, but they are very strict on odd stuff like that.
