It's hard to give much generic advice, but here are a few ideas:
1. To HELP determine whether the diagonal is culprit, you can perform the same rotation test without the diagonal. However, if both the diagonal and the drawtube are contributing, then the drawtube being extended farther may increase the drawtube's contribution.
2. If there is any indication that the drawtube is to blame through slop, and if there is a screw to increase tension on the drawtube, try tightening it some.
3. If you think the diagonal is to blame, consider a machined aluminum replacement model such as the Tele Vue or Lumicon models. As a distant third consider the Vixen-made unit sold by Tele Vue.

Oh, and if the diagonal is contributing through slop where it inserts into the drawtube (sometimes a secure connection is hard to achieve with just a thumbscrew or two if there is too much clearance) give it a wrap of some kind of tape to take up the slack. This will also help prevent rotation of the diagonal. That's all I've got on that one.

I know that it's hard to secure my diagonal sometimes. I can tighten down my thumbscrews as much as possible (the ones that hold the diagonal in the drawtube), and the diagonal will still rotate against my desire if I bump it the wrong way, or if I put a heavy EP in the diagonal when its less than say 45 degs from horizontal.
