I have completed the first draft of the lighting code presentation. A link to the presentation is listed below.
As we discussed before---- I would like CN members to review this document and post their revision suggestions-- pictures, and other comments. Once I have a completed presentation I will upload it to the CN moderators so that other members can use it.
So ----- here is the first draft for YOUR review, comments, and assistance.
I also have a "model" lighting code as a separate document to give to the council members.

Jeff--- had some suggestions to include CO2 reduction in the presentation...... I just don't know how that would be received in conservative Rockwall, Texas??? any ideas on this?? Joe

IMHO, I would leave out the CO2 stuff and stick to the tangible and fiscal benefits.

For those of you who can still find this thread, I downloaded and read Joe's document last night. I decided to help out with an Excel spreadsheet and as with many things, I got carried away.
Anyway, I created an XLS with three charts. All of them have 'before' and 'after' costs/expenses with your data values. You can read about and download the spreadsheet here.
Suggestions and feedback are, of course, welcome.

You know, I was going to post this in the "Street Lights Legally" forum, but THAT seems to have disappeared. That, and relegating you to Bobo's table, are starting to make me think Cloudy Nights is in favor of light pollution.
Anyway, do some checking on the values. I think I got 'em all ok now. Let us all know how the presentation goes (if you can find your way back here).

Neo---- yes they have lots of information- but not ONE canned presentation for a town council or city council.

Finally found the thread! I agree with you and Franco, leave out the CO2 stuff. Keep the focus on the $ and keep their attention.

That's a nice spreadsheet. It does a great job of highlighting the accumulated savings over time.

Joe,
That presentation document is great. 
Well done. 
I like the examples of shielded and unshielded fixtures. The photos showing the effects of glare by bright unshielded lamps on streets and intersections is a nice touch. And the photo of the house all lit up by light trespass and having to erect heavy blinds in the house to block it - that perfectly illustrates "light trespass" in a way that non-astronomers can understand. Nice touch.
Unless any other moderators or admins have a problem with it, I am going to pin this to the top of this forum. It deserves to be seen/read/downloaded.
Again, outstanding job to everyone involved here.
