Hello:
I painted the second coat of spray paint on a scope I'm working on with a blue gloss spray enamel. One area of the part I painted (the rim of an aluminum casting) is still quite sticky although the rest of the part is nice and dry. Anyone have any ideas of what I can do to get this part to dry? Just wait? Stick it in the oven for a little while? Scrape it off and repaint? Any ideas as to why one area would remain tacky while the rest of the paint job would be dry? It's the second coat out of this can, it's a new can, and I was spraying onto a surface with a few coats of primer.
Also, is there a way to avoid orange peel? I've been trying to apply thin coats.

I wouldn't try the oven. Not enough control. If you have a halogen lamp, I've used a 300w to hurry up drying on a paint job. Don't put it too close. I usually put it 1-2 feet away. I just use my hand to gauge the heat at a given distance.
FWIW, I usually rough up the surface of what I'm painting with 800-1000 grit sandpaper to give the paint something to grab. If that's not available, I'll use OOOO steel wool. With a primer coat and a couple of top coats, you won't even know they're there.

2 things typically cause orange peel: 1) silicon contamination on the surface you're painting, and 2) high humidity.

Another thing that can cause an orange peel look is too thin a coat. If you apply a light first coat and let it dry for 5 minutes it will act like a glue for the second coat. You can then paint a wet second coat- the paint should flow together with no orange peel. I try to put it on almost to the point of running.

You did use an etch primer on the aluminium casting before the enamel ?..seems strange ??
