Who wrote "Practical Observations on Telescopes" new

There is in this page http://www.gutenberg.org/dirs/etext06/8m26610h.htm a quotation about Jesse Ramsden from "Practical Observations on Telescopes" - quoted in 1827 and perhaps published in that year.

Can someone tell me who wrote that work, or anything else about it?

According to Google, Dr. William Kitchiner wrote it in 1815.

How are you getting Google to perform for you?
When I put in 'Practical Observations on Telescopes', I got these results http://www.google.com/search?hl=en&q=Practical+Observations+on+Telescopes&btnG=Google+Search
and when I entered 'who wrote Practical Observations on Telescopes?', I got these results http://www.google.com/search?num=100&hl=en&safe=off&q=who+wrote+Practical+Observations+on+Telescopes%3F&btnG=Search

Try googling on "Practical Observations on Telescopes" (quotes included). Several references pop up on the first page. I think you need the quotes to make it an "and" search - otherwise it's an "or" search.
