Just like Earth, the giant planets exhibit thermal oscillations. Here is one of the latest results from a combination Cassini+Ground Based observations.

Is this thought to be related in any way to the unusually persistent storms happening now?

I think it would be difficult to connect the two phenomena without observing for a longer periods of time. However, as our experience here on Earth has shown, there is always that possibility.
