Hey all just wanted to let you know that after going through the motions, my local utility replaced both of my offending cobrahead streetlights with flat bottom, full cutoff fixtures.

I can now have my observatory 75' from my house, and be close to the comforts of home, in relative darkness (21.3 on the unihedron)

It took a few emails, and a couple of weeks, but the whole affair was quite seamless...

All one has to do is ask. Sometimes, you never know...

Yep, they were very good about it. After an initial email, a very nice lady called back, and I explained my problem, and what I'd like to have done. I know that removing the lights was not on the list of possibilities (the local service district pays for these lights, and going through them would have been time consuming), but I knew that full-cutoff fixtures were floating around, so I asked for that. A couple of days later, a man from NB Power came and asked me again what it was I wanted. He said no problem, we'll get right on it. A week later, things happened.

I'll send a thank you note to the company, as they could have made things a lot more complicated...
