This moutn is a very strange looking thing. I've read an article about it in S&T (about 15 years ago, don't know exactly because I lost almost all my S&T issues). The builder had made its Dob (he named it 'Christine') and the mount itself out of dark tinted wood (mahogany..?). It was a very nice looking scope.
The consept is very easy : in one position the scope is a regular dob and in the second position (you have to delicately hit it with your foot to tilt the mount)it is a true Equatorial mount. Never understood why he made this odd looking scope. But I think it deserves it's place in this list of mounts.
I think it will not ever be build again, but still it is a nice looking mount.
Still It is a very easy to build mount. The angle of the wooden base is the same angle as your latitude. To use this mount for larger scopes I think the lower disk(at it's edge) of the rocker should be supported with ball bearings, I even think it is a necessity.
Usage : 1- Small to large telescopes. 2- Reflector (mostly Newtontelescopes). 3- Transportable.
Years ago I made one myself to be used for smaller telescopes for our youngsters at our observatory. I thought it would be fun to use these mounts. I had to stop this project. I think I have this little mount somewhere in a corner of my workshop collecting dust. I'll see if I can find it and post a picture. To be clear, mine has never been tested, pitty ...

Hmmm, now thats a clever idea. Got me thinking about progressions to the design. :-)

Found my prototype... ! Tons of dust on it... It was intended to be used for a small scope 130 mm f/9. But like I said, never finished it.

I had a play woth a dob wedge mount and came up with something similar even down to the extra bearings to keep it going
Great series of articles BTW.
