I receintly purchased a used LX200 8" Classic telescope. Everything seems to work well...but, I have one opperational question. When I operate the telescope, the Declination only operates within a range that is slightly over 90 degrees. That is fine until I loosen the clutch and rotate the optical tube. The telescope will still only operate in the same limits...so, the optical tube will no longer go all the up or down. Is this normal operation?

As far as I know, that is not normal. You should be getting 180 degrees of motion, give or take.
I would check the settings to see if a max/minimum declination value has been set in the handbox.

Check the firmware revision. It sounds like it has the 12" EEPROMs in it. Yours should be no later than 3.34L. The 12" version has the "stops" in the software, and hard stops on the DEC trunions, because the scope is too long to swing through the forks.

Thanks for all of the help. I took off the side cover and did a little testing. By putting some marks on the DEC gear I observed that the scope has a little over 180 degrees of rotation...and if I shut it off in a different place then the previous time I turned it on it still has the same 180 degrees of rotation...but from the new starting point. I believe that the problem I was having (bogging down of the movement) was caused by a build up of grease in one area of the gear...I guess it must have been old grease??? Anyway, with the gear cleaned off everything seems to be working fine now.
