Cheap but good digital for imaging...

Any suggestions for a "lower cost" digital camera that has a long exposure time and a high ISO speed? Most of the images I have seen in the web have have high ISO speeds and 30-50 second exposure times.

The Canon XT (350D) is a very nice DSLR in the 'lower cost' range.

I don't know what your budget is, but I was going for very cheap (after buying a new scope, I really needed to!). I picked up a used "doesn't auto focus" Canon 350D on EBay for $100. Buying on EBay is a gamble, but the camera I got seems sufficient.
