It "looks" like it is an adapter to allow you to mount some kind of telescope to a camera tripod. If the hole on the left is 1/4-20 thread, the hole on the right would probably take a screw that goes in from the side shown in the picture into the scope tube or mirror cell.
The other side looks to have a radius cut in it.
I can give it a name... "A Useless thingy." unless you can find out what it fits.. LOL...

It looks like the mounting foot off of a WO80 telescope and others of that ilk. It is used to attach the scope to a photo tripod. It is removable to allow mounting the scope in rings. Here is an image of a WO80 with it mounted.

That looks exactly like the mounting foot to my 80mm Onyx that I removed last month! It's a combo 1/4" tripod thread adapter/ vixen dovetail mount. They're probably all made by the "Acme 80mm Telescope Mounting Foot Company" somwhere in China.

If you look at the link I provided, you can see that it mounts to the scope. It screws to the focuser.
