can anyone point me in the right direction of a shop that makes an affordable mirror cell large enough for my 16" mirror? i was looking at University Optics but come to find out they discontinued some of there products.

You could try placing a wanted ad in Astromart. Maybe someone has a cell of the right size he would be happy to sell to you. As for having one made, that could cost you a lot of bucks. I've started building a 15-inch truss-tube Dob and so far I spent 100 bucks just building the tailgate and flotation system for the primary mirror, and I did all the fitting, welding and shaping myself. You could however make a cell yourself however, but you'll have to pay attention to giving the mirror uniform supports to avoid poor views due to the mirror sagging due to gravity. High quality plywood and aluminum can be used to make a mirror cell, and you would avoid the expense of having a welder build the cell to your specifications. Below is a picture of my mirror cell under construction. If you do have a drill press and a DC stick or MIG welder, you can build a mirror cell out of aluminum, or a stainless or mild steel cell with even the most basic of AC welding machines.

lol the only tools i have are basic hand tools and a few wood working power tools. i dont know how to weld, or have any metal working tools. ill try astromart and see if i get any hits

well i was hoping less than 400.00 i think im gonna make a cad drawing of the stock meade cell and go from there.

You could call up Joe Palachek, who makes JStar cells. Ambrose Liao has been using a JStar 13.1" cell and seems to have been quite happy with it. He was charged $50 for it. Apparently Mr. Palachek doesn't have a website, but I have his cell-phone number, so if you PM me, I'll send it to you.

Is it for a tube, or truss scope? They will be different. I had used a Novak cell for my 16" Newt. But I made one for a 16" dob I'm building.

This is definitely not $400, but they do offer a 16" mirror cell for a tube at $770 Canadian. The exchange rate helps out the USD a bit, but obviously not $370 worth.
Mirror Cell Kit
This also looks intriguing. $100 for a 16" mirror cell kit. It looks like he also does custom cells, but probably again for a very high price.

You can make an equal area 18 point flotation cell with almost no tools. A simple saw and drill, some nuts and bolts, some felt padding and a few hours can make what you need. AND it will perform every bit as good as a $400 unit.
