If a fellow was going to buy a used Cisco switch/router to learn how to program them (and then use them at home for good measure) what would be a good unit to get?
Naturally price is a consideration.  But something new enough to be relevent is also a prime consideration.

Small to Medium business use, I'd look into the 2800 series.
Pricey still, but a good blend of "Ease of use" and Features...

What is config t?
Last night one our techs tried to install a new 2811, no go, so he had the leave the old one in place - mostly because he did not know the new command set. Which makes me wonder how much different they are?

Unless you're replacing a router with the same brand, you're going to have to learn the new software. No way around it. All major brands of (top level) routers will be different.
You didn't mention she was coming from another brand... If you'd have mentioned that, I would have told you she'd have to learn a new set. But then again, you DID mention she WANTED to learn how to configure them...
Anyway, I'd STILL recommend the 2800 series. They are a great "Mid-point" between being great for the Power-user and still having Simplicity in use...

If you're going for your CCNA, get the equipment that best matches the LAB equipment in the program/classes you are attending. If its just for personal enrichment and personal use, older stuff is fine. I have a catalyst 2820 switch that is VLAN capable, and can handle up to 1000 MAC address's. the newer stuff is going to be faster, but how fast do you need.

Within the Cisco family of products many IOS commands are the same. Some newer versions of IOS may have commands that didn't exist in older versions to utilize enhanced features. Some commands get deprecated.
Between brands, the commands could be very different. Some old 3Com managed switches I had have a significantly different command language, while some newer HP gig switches I am putting in have a syntax strikingly similar to Cisco's IOS. 
Kinda the same with the Cisco router family - basic commands work the same across most routers but with more feature-rich routers there are additional commands to configure those features.

Is the user looking for Cisco in particular or for the kind of functionality that is expected from a Cisco?
If the latter look into consumer routers made by them (like linksys), some of them are very friendly to 3rd party firmware. I'm running a modded linksys with 32 meg, and it's a serious cut above the factory firmware. QOS, bandwidth usage, 1K configurable forwarding vs. the dozen on the stock firmware... I game and VPN, so there are a ton of features I don't use.
If they're looking to learn Cisco in particular, ignore the above of course...

Actually, if you want to learn Cisco commands... you don't even need to buy a Cisco.
Some Linux builds allow you to run router software and those commands look awfully identical to the commands in the Cisco IOS.
To illustrate what I mean:
