As long as the seller (or his agent) is bidding under his own name it seems perfectly "fair" to me.
"Un-fair" gaming of auctions is often done by setting a reserve and having a shill bid under that but over "fair market value" to establish a false record. The only real measure is what some one actually pays for an item.
I am much more concerned with the "pig in a poke" of a sealed box auction. I wouldn't bid unless I was assured it was returnable (shipping both ways refunded) if there wasn't a perfect untouched AP Traveler in the box.
My single most expensive astro purchase was $250 for an immaculate Coulter CT-100 RFT w/ extras, so I won't be jumping on this one barring a winning lottery ticket or an unexpected inheritance from an unknown relative

OTOH, I'm sure there are people out there that feel it's important for the scope to be in the sealed box so they're assured that no has touched the Traveler and gotten a fingerprint on the paint. God forbid that someone actually used the telescope for it's intended purpose before they get their hands on it. After all it's an AP Traveler and it must be perfect.
You hear things like this about high end stuff all the time. People that approach equipment like this think these are not tools, they're status.

Has it gotten to the point where A-P telescopes are now treated like collectibles? Open the box and the monetary value drops? And who would buy a Traveler or a 130 GT and then leave it in the box for several years?
I wonder if the seller would be willing to provide an x-ray of the box
