HC firmware 4.16 (don't have an upgrade cable yet)
I wanted to add some objects to the hand controller via the user database found under Menu. I was able to select the database slot, add the Right Ascension, but with the Declination, I couldn't get the hand controller to stop blinking the "+". None of the numbered keys worked, and the arrow keys just stopped the blinking, but didn't advanced to the numeric value.
So what key selects "+" or "-" declination in a user defined goto?

Press the up and down key to select '+' or '-' then press the 'Enter' key to lock it in. You can then proceed with entering the rest of the numbers.

I should have tried that, I could have always pressed Undo if it didn't work.
