I can see where it may be illegal to have/sell a moon rock because it was probably stolen, but the reason given,in the article, was that it's a national treasure! What does that say about lunar meteorites; are they national treasures as well?

A lunar meteorite has never been found in the United States. If such a meteorite is ever found, the Smithsonian will undoubtedly try to lay claim to it, unless it's found on private property. In such a case, the first US lunaite might be considered federal property.
As for lunar meteorites found in NWA or elsewhere, I don't think the US government has any grounds to claim they are national treasures. The exception to this would be lunars found by the official ANSMET expeditions to Antarctica. All meteorites found by ANSMET (lunar or not) are property of the federal government and they held in sterile storage at NASA's Johnson Space Center.
I think the Apollo moon rocks are considered "national treasures" because they were brought back from the moon by Apollo astronauts - the monetary investment in these moon missions would be trillions of dollars in today's money. Given this massive investment of money, time, technology, and brain power, I think the government is probably justified in their desire to protect and preserve these historical relics.
Best regards,
MikeG

I have seen so many so called "MOON ROCKS" on e-Bay with starting bids in the 6 and 7 figures that it approached the point of becoming obscene. If a novice collector looked at the add I'm sure they could only dream of having such a gem, because the asking price alone would have been so amazingly unbelievable. Any meteorite collector with limited knowledge would have thought "that person should be banned from e-Bay for trying to pass that off as a Lunar meteorite". I mean you could tell immediately they were probably stolen from their neighbors rock garden with every intention of putting them on e-Bay to commit fraud.
As for this latest thing of the lunar moon sample, it leads me to think this women was approached and encouraged by someone who has tried this in the past several times but his reputation forced him to find a unknown name and try a different approach to deceive someone.

Same story --> http://www.collectspace.com/news/news-052511a.html
Interesting list = http://en.wikipedia.org/wiki/List_of_lunar_meteorites
There have been problems with Apollo Moon rocks in the past as some Embassies who got a sample in the late 1970s "lost" their gift from the US space program!

Isn't that something!It actually was a Lunar sample from the Apollo mission. The idea of it possibly being offered on e-Bay makes me wonder of this persons mental stability. Space.com also did a story on her yesterday.

How can the US give something away and still control it forever afterward?
