In Utah you have the SE deserts and National Parks or Monuments down there, Capital Reef, Zions (losing it though due to housing developments) Bryce, Canyonlands has campsites there or better just outside the park on BLM land that are dark and just across the western border is Great Basin.

Outside of that there are plenty of other spots on public land in Utah. The Notch Peak area is simply amazing, as is The Wedge. Plenty of places in the mountains are available for star gazing during the summer and early fall. I have a set of areas that are really dark that I go to and serve nicely and are within 2 hours of Salt Lake.
