What is a "Focal Extender" - Is it a Barlow, or similar to a PowerMate?

They used the photographic term to describe what actually happens when a barlow lens is used. The Explore Scientific design is closer to a PowerMate than to a regular barlow. Jing Hua has made these for years--first under the Meade label, and now under the name Explore Scientific. They are very well made pieces for their low prices.

do the lenses come off and screw into an eyepiece for lower magnification boost like some other barlows do?
