Vixens were usually green. That tripod looks like a Vixen HAL 130.
The shape of the mount is strange though. Might be a Vixen Super Polaris DX. Here's a picture of one -

But I could be wrong. It might be a Hino. The shape of the RA housing is strange.

GEM1 is a Gazer Equatorial Mount. China clone of the Vixen GP. The tripod looks exactly like a Vixen.. it is reported to have large periodic error.

Looks more like an EQ-3/CG-4, but with larger worm wheels. I think Vixen is having their HAL pods made in the PRC now. I've looked the clone tripods over closely and the the extrusions look identical. Looks like the Dec axle is hollow and swallows the CW shaft.
