Vixen Polarie polar scope settings

I posted this under the beginning imaging, but maybe this is a better place to ask this question.

I guess I am not quite getting how to set the Polarie polar scope. I have read the directions, and I get even more confused. I know this must be simple, but the light is not clicking on here.

I view in Lincoln, NE.

Could someone spell this out for me? Maybe an example like "viewing in Lincoln NE on 11/15 at 11:30pm"

I really appreciate it.

I found it easy to understand, actually. The trick is understanding that time-zones are not absolute entities...

Every hour-zone starts at an even 15° of longitude. For me, at 18°E it means that I have to set it to compensate for the fact that I am 3° east of my time-zone's starting longitude. Here's a picture with settings for 01:00 on the 16th of November for my longitude:
