Each person's eyes are different and sometimes one person may see something clearly while a second needs to adjust focus considerably. If he has a lot of astigmatism, he may have to wear his glasses (if they corrected them for astigmatism, they usually do). Your brother will likely need to extend the focuser further out than you.I wear a strong prescription and this is what must be done to bring objects into focus;some telescopes even require a small focuser tube extension in my case because there is not enough adjustment. If he keeps his glasses on he will likely have great difficulty with all but the largest eyepieces because his glasses will severely restrict his field of view through the eyepiece. Try focusing on something while using at least a 25 or 26 mm eyepiece and have your brother look with glasses on.Then have him look without glasses and adjust the focuser until he can see clearly. Everybody's eyes are different, my 50 year old eyes are different than your 25 or 30 year old eyes. If none of the above suggestions work, he may have problems with low light. Could he have cataracts? There simply may not be enough light through the eyepiece for starlight vision. Have him try to see the moon through the telescope, get good focus for him, and then see if he can see starlight. Binoculars with long eye relief are wonderful for people with glasses to observe the night sky. Many people don't even consider them for astronomy.
