I know here in Denver, The DAS has a dark site available to members 24/7. Once you've had the "familiarization" training, you're given the lock combinations for the gate, bathroom, and break shed. Been out there with others and alone.

The Mid-Hudson Astronomical Association has a site available any time, near Gardner, NY. We occasionally go out there during the week, depending mainly on who is interested (NOT recommended to go there alone) and the weather. We are at the limit of your range, but it might be worth your consideration.

I'd like to go observe more often in Brooklyn too, but it seems even planets are difficult to observe due to the damn side walk heat effect.

Sometimes we observe off the palisades Anthony Wayne rec. I think exit 17 or 14 . Last time I was there,in the spring, it was pretty dark for where it is. Don't remember seeing the Milky Way but the sky was riddled with stars viewable with the naked eye.

My favorite spot to observe is Lake Teghanic State Park, however its quite a bit of a drive on a weekday. Our white zone dome pretty much surrounds us for an hour in whichever direction.
