I don't know why the designer put it there, but it has the property of keeping the speed of light down for the light path through it, possibly to balance the other path timing.

I removed the link, (couldn't get it to work either). It went to the Yahoo AP (AP = Astro Physics) users group. In the files section is a file named Plane Parallel Plates and the first image in that folder is from an optical reference book that explains how a parallel plane moves the optical distance.

The amount the optical distance is moved, depends on the thickness of the glass.
