Can a better quality binocular such as the Nikon 16x50 Action Extreme show more (and see deeper) than a lower quality binocular such as the Celestron SkyMaster 15x70 essentially having larger objectives (even if they are reduced)?

I would guess they are more or less tied, except in image brightness where the 15x70 will be a noticeable step ahead.

If you keep the comparison simplistic, à la the Adler Index, they are pretty similar with a slight advantage to the 15x70(63). (true aperture in parentheses)
The Adler Index (described here) is the product of mag. X square root of aperture. Variables can be coatings, reflections, optical quality of lenses, etc.
16x50(48):
16 x Sqrt 48 = 111
15x70(63):
15x Sqrt 63 = 119
