You should fill it with sand. Otherwise, it will take a long time to dampen the vibrations!

I was thinking of spraying it with a thick layer of latex paint and put a thick rubber sheet on the ground before bolting it on.
I'm also worried about load bearing capacity as the wall thickness was only around 6" I'd have to be careful not to lean on it.

It's amazing what you can find in the scrap area of the workshop. Funny thing is, I suspect that somebody somewhere is using something like this as pier extension to raise his pier to the second floor

Hilmi,
I agree, there is stuff like this everywhere just waiting to be used. Go into a large scale plumbing supply place and you'll find things like this all over. Ever better, take a walk through the local metal recycling place.
