Are you sure it is copper theives and not frustrated amature astronomers darkening the sky? They are that crazy to break into a substation and try to steal copper busbars that are connected to live circuits, and end up as greasy smoke for their trouble. But they do get a consolation prize, in the form of a Darwin Award.
