Florida 5 1/4" refractor maker?

Does anyone know of a man in Florida, NASA employee of some sort, that allegedly built seventy-five 5 1/4" refractors? He is said to have used surplus optics from spy planes. I have a chance to buy one for a very reasonable price, but haven't seen it yet. If anyone knows of him, are the scopes of good quality? I know this is a shot in the dark, but maybe someone knows of these scopes. In the picture I have, it appears to be made of plastic plumbing fixtures.
