Celestron VX mount - tripod levelling?

How do you ensure that the top of the tripod is level? Or is it even necessary?
I ask this because with the VX you need to place the mount on the tripod BEFORE you insert and tighten the triangular eyepiece plate/holder below, therefore there is no flat surface for a bubble gauge.

It's not necessary. A simple bubble level is more than sufficient if you are worried about it, though.

The top of the tripod doesn't need to be level. What matters is getting the RA axis parallel to the Earth's axis. This is called polar alignment and should be easy with Celestron's All-Star Polar Alignment procedure.
