Sounds like a great idea, which others should follow.

Paris is magical at night - the lights on Notre Dame Cathedral, along the Seine, and on the Eiffel Tour are wonderful. But, they could mostly be turned off by midnight, by which time all us tourists will have had our show.

I think Shanghai has done something along these lines. The old colonial buildings along The Bund used to be lit up, but when I was there last month the lights were all out. Still lots of other lights, of course, but these iconic ones were all dark.
