Here is a program that I use which is completely free and guaranteed to be free of popups or any other bad stuff!
www.faststone.org
They are a research company that produces free software to benefit everyone. I am in no way connected to them, just find their resizing software easy and fast to use and FREE!

I've found that you can resize using Picture Project, the software I received with the D70s. Simply go;

File
Export JPEG
change image size on the pop up window and
Export

m

Forgot to say that I am using macs, but the software should also work for windows as well.

All you really need to do with Windows X-P is use their photo gallery----click on the photo then click on E-mail and it gives you several choices on size. then just save and send the smaller picture--------

Do any of these allow to resize to a kb size limit instead of an 'x' by 'x' format? I'd love to see a program that would resize based on a file size limitation... ?

Absolutely, Windows photo gallery in Windows XP does this easily----
