At 6AM tomorrow morning I'm off to home depot to buy three ten foot tall pvc pipes, four three foot tall metal rods that I can hammer into the ground and a long roll of black plastic.
Here's the plan and if it works I'll post pictures. I have new neighbors and they always leave the stupid garage lights on. They never answer their door and could care less. We have hedges between our properties so I'm going to
1. Hammer the metal rods into the ground on my side of the property at every five feet.
2. Slip a piece of six foot pvc over each rod and attach the black plastic to each pvc pipe via velcroe or heavy duty duct tape. When it's time to observe I simply take the shields and slip them over one rod, roll it open to the next rod and I'm good to go.
The part that really works is in the winter most of the wind comes in either from the east so their house blocks it, or the west, this would push the plastic right against the bushes which would act as natural supports.

Hey Matthew,
It didn't go as planned. I decided to build a set of three light shields that would surround me and my scope as the winters get cold and it would be nice to have something block the wind. Over all the are ugly but work. My only problem is that a strong gust of wind will knock them over, so I'm probably make another trip to Home Depot and pickup to sacks of rocks. Once I weigh done the shields the wind won't blow them over.
I may still do the pvc rod thing.

I'll post some photos once I break them out. For now my neighbor turned off the flood lights. I think they got their first electric bill and almost dropped dead.
I may have to look into a way to build the shields out of material that will allow the wind to pass but block the light. A friend of mine mentioned that rip stop will probably do the trick.
One other plan is to use a rubbernmaid Big Max shed but modify the roof so that it will be removable.
