I just measured this on 30+ pair of binoculars. In all cases the extended cups are shorter than the eye relief point. However hard rubber and soft rubber would mean eye placement is at different distance behind eyecup. I have seen a few pair where when viewing without my eyeglasses and with eye cups extended, a small portion of the fov is blocked. these are in the minority.
