Vista will not allow non installation programs to alter or create files in the "program files" directory or it sub directories but tries to make a shadow copy in a different location (C:\Users\USERNAME\AppData\Local\VirtualStore\Program Files). I created a new directory called "Legacy Programs" and install older programs there.
