I think you could. The less you spend, the longer it will take, the more you will have to do yourself from scratch, the more "scrounging" will be required, and the rougher the job will be. I don't know what tools you have on hand, but that might be the biggest single cost.
I built my 10" from scrounged parts, cheap "woodlike products", and using hand tools: an electric drill and a jigsaw were the only power tools I had at the time.
It cost me a few hundred bucks, but then I already had the mirror, secondary spider, and focuser.
It's a little heavier than it needs to be, and it's definitely rough in appearance, and I wouldn't trust it in a humid environment, because it's not really well-sealed, but it works great out here in the desert, and it IS transportable.
