Kim, is there something preventing the L bracket from completely tightening down onto the head? It just sounds to me like you're not mating the two surfaces tightly enough.
The 1/4"-20 screw must be run as far as it can go into the L bracket and then the jam nut around it must be tightened to finish the job.
