Yes, it can. It depends on the design of the adapter. Some adapters use washers w/rubber to prevent twisting the binocular. Others are designed to spin without becoming loose.

A tip: don't expect perfection for $9. ;^)

I did't like the rubber washer, so I made my self a cork washer and it solves my problem with "tilting bin's"
