Webcams do work. This is an image shot through my 103mm (4.5 inch)refractor using a Philips PCVC 740K TouCam on 7/10/08. Your image looks like it might have been affected by atmospheric turbulence or maybe heat waves coming off a hot roof. Florida is famous for unstable air and sometimes my images look similar to yours. It is best to capture planetary images when the object is close to the zenith. When you image close to the horizon you will get blue or green edges on Jupiter's limb. Light pollution is probably not your problem. The sky around my house is very light polluted.
