I can see one possible downside to councils turning off their streetlights after midnight, householders are going to want their lighting back and will begin to install those horrible halogen lamps offering up ridiculous amounts of light for a small area. And if they are anything like some of the people in my locality they won't be installed properly and most of the light will go sideays and up.
Lack of streelighting and crime always go hand in hand in the eyes of the public, no matter what statistics are trotted out. Recently there has been a spate of burglaries in my neighbourhood, and all of them have taken place during the day. A burglar is more likely to break into a house during daylight because there is a very good chance that the occupants will be out at work.
Edmund King is spot on, this is not an issue of environmentalism, it is all about money.
