Should be. In my 12" I was in a green (probably yellow by now) zone, with dozens of streetlights nearby that I blocked off using trees and walls. Both of them were fairly easy direct vision (although not bright direct vision) at about 35 degrees altitude.

Seems like I missed 7623! 7611 was within reach though, so that'd make it more like a quartet I imagine.
