At low angles of incidence, flat black paint is nearly reflective. I flocked an 8" SCT a while back and the difference in scattered light was profound. That SCT had a series of baffles in the primary baffle, though, unlike most of these inexpensive MCTs.
There is a test of flocking materials' reflectivity here on Cloudy Nights, but I don't know the link at the moment.
