Create a new file/image say 640x480 fill it Black with the paint bucket tool. Add Noise with the Noise filter from the filters drop down menu. Unsharp Mask the noise a little to make the stars brighter, Desaturate the image and use level's to make a even starfield. Should get something like this.Except i made it smaller than 640x480.
