We're lucky here in Tucson. Because of our fairly strict light pollution laws people here are accustomed to a darker night-time environment and don't seem to be as afraid of the dark as folks seem to be other cities. The school described above doesn't have those wall packs, and the lights they do employ were partially turned off for the event.
Here's a thought, for any individual or club doing this sort of thing and dealing with insecurity lights. Build and bring a set of those light blocking panels so popular these day with urban observers. Set them up to block offending lights, and when asked (as you almost surely will be) explain the problem such lighting causes. The point will be obvious, without much rhetoric.
